The project was initiated in 2017 under the then Awami League government, with construction formally beginning on 28 December 2019.

Despite repeated efforts by the interim government, the terminal has yet to become fully operational.
Officials have cited unresolved decisions regarding ground handling and operational management, along with certain technical shortcomings inside the terminal building, as the key reasons behind the delay.
