Fuel pass system enforced at 7 filling stations in Dhaka

In a move to streamline fuel distribution and curb irregularities, the government has made the “Fuel Pass” mobile application mandatory at seven filling stations across the capital.
The initiative, implemented by Bangladesh Petroleum Corporation, came into effect on Sunday for motorcycle users. Officials said the digital platform is designed to automate fuel sales and bring the entire process under real-time supervision.
Initially introduced on a trial basis at two stations, the system has now been expanded to seven following the inclusion of five additional outlets. Fuel is currently being dispensed through the app at these selected locations.
The designated stations include Trust Filling Station in Tejgaon, Sonar Bangla and Talukdar Filling Stations in Asad Gate, Gulshan Service Station in Mohakhali, Meghna Model Pump in Shahbagh, Nikunja Model Service Centre in Nikunja, and Khalek Service Station in Kallyanpur.
Under the new system, motorcycle riders are required to use the Fuel Pass app to purchase petrol and octane. Authorities plan to gradually extend the service nationwide and include all types of vehicles.
The application is linked with the central database of the Bangladesh Road Transport Authority, enabling verification of user information. Customers without smartphones can also register online and use printed QR codes to access the service. Fuel station operators are instructed to dispense fuel only after completing digital verification. By scanning QR codes, customers can receive fuel based on pre-assigned quotas, which are visible within the system.
Officials said a centralised dashboard will allow authorities to monitor fuel supply and distribution across the country instantly. The system is expected to enhance transparency, minimise misuse and wastage, and improve management during supply constraints.
Users must download the Fuel Pass app from the Google Play Store and complete registration by verifying their phone number and submitting necessary documents, including vehicle registration details, national ID, driving licence and passport-size photograph.
Authorities noted that the conventional manual system often resulted in long queues and repeated fuel collection by the same individuals, leading to artificial shortages. The digital transition is expected to resolve these issues and ensure a more efficient distribution process.
